Spain's DGOJ Approves Four Gaming Licence Renewals for PAF and Admiralbet Operators

Spain's gambling regulator, the DGOJ, approved four individual gaming licence renewals for Paf Games S.A. and Beatya Online S.A. on 7 October 2026. The decisions cover roulette and blackjack licences associated with the PAF and Admiralbet brands. These are renewals of existing authorisations rather than new market-entry approvals.

Records published by Spain's Directorate General for the Regulation of Gambling (DGOJ) indicate that Paf Games S.A. and Beatya Online S.A. each received renewals for two individual gaming licences covering roulette and blackjack. The decisions are dated 7 October 2026.
Paf Games S.A., the licensed operator associated with the PAF brand, received renewals covering roulette and blackjack. The decisions extend existing authorisations for these gaming categories and do not represent the operator's first approval to offer gambling services in Spain.

Beatya Online S.A., the Spanish licensed operator associated with Admiralbet, also received renewals for its roulette and blackjack licences. These decisions form part of the management of existing authorisations and do not indicate that Admiralbet is entering the Spanish market for the first time.

Spain's online gambling framework distinguishes between general licences and individual gaming licences. Operators must hold the appropriate authorisations for the specific gaming products they offer. Consequently, the renewal of one gaming licence does not automatically extend or modify other authorisations.

From an industry perspective, the renewals support continuity of authorisation for the relevant gaming products. For affiliates, commercial partners and other stakeholders, verifying the legal licence holder, authorised gaming categories and validity periods remains an important part of regulatory due diligence. However, there is insufficient evidence that these renewals will directly alter the competitive structure of Spain's gambling market.

Further monitoring should focus on any additional licensing conditions, renewals of other gaming categories, changes in licensed entities or regulatory enforcement actions published by the DGOJ. The four decisions should be classified as Renewed, rather than new licence approvals, licence restorations or market re-entries.
